Energy Costs and Culprits Resource Hub

A compendium of energy affordability and utility accountability resources and tools for frontline groups.

Even as utilities are making record profits, electric bills are rising, taking more of people’s disposable income. For some households, this increase forces impossible choices between heating their homes or putting food on the table. That’s why we worked with utility justice movement partners to create the Energy Costs and Culprits Resource Hub: A compendium of energy affordability and utility accountability resources and tools for frontline groups.

In response to these trends and community needs, in January 2025, IEJ formed the Utility Justice Roundtable with five other movement-support organizations: Solar United Neighbors (SUN), Vote Solar, Institute for Local Self-Reliance, Energy Equity Project, and Powerlines.

In January 2026, we released this Resource Hub, thanks to the leadership of Vote Solar, in conjunction with launching a community of practice focused on utility affordability and accountability that we are facilitating alongside SUN and Vote Solar. We hope the Resource Hub will support advocates and policymakers in making electricity more affordable for all, while also holding utilities accountable and reining in excessive profits.

Right now, people are demanding the dignity of living in an affordable city, state, and country for all. At the same time, monopoly electric utilities post skyrocketing profits and CEO pay while customers – disproportionately people of color – face power shutoffs and outages.
